EDUCATION COORDINATOR

MINIMUM QUALIFICATIONS:

Education Coordinator I
Bachelor's degree in Early Childhood Education (ECE) with a minimum of one year of supervisory experience and three years’ experience as a preschool teacher.

Education Coordinator II
Master's degree in ECE, Special Education or Human Development with a minimum of one year of supervisory experience and three years’ experience as a preschool teacher.

GENERAL FUNCTIONS:

The Head Start Education Coordinator reports directly to the Program Director. The Head Start Education Coordinator interacts regularly with staff, children, parents/caregivers, and the general public. The Head Start Education Coordinator is expected to adhere to the government regulations, and Head Start and Agency policies and procedures; to exercise diplomacy, sound judgment and initiative in carrying out the routine duties of the job; and to seek the advice of the supervisor for unusual/difficult issues.

The Education Coordinator must coordinate and manage all aspects of the education services area; direct the work of others; facilitate meetings; implement training activities for groups and individuals; relate effectively with individuals from diverse socioeconomic groups; model effective teaching techniques; write clearly and effectively; model appropriate language when interacting with children and adults; model professional responsibility and personal integrity and function in an environment of site-based management. Must be willing and able to participate with the children and teachers in all planned activities when appropriate.

The position requires intermittent periods of standing, reaching, bending, walking, stooping, sitting, including sitting on the floor, and the ability to move freely throughout the building including climbing stairs in those buildings where there isn't an elevator. Must have the agility to respond to a child in distress and have the ability to lift up to 40 lbs. irregularly. Must have visual and hearing accuracy and clear speech sufficient to perform the essential functions of the job effectively and the flexibility to respond to the changing needs of the program. Must have reliable transportation and have a current driver's license.

SPECIFIC FUNCTIONS:

The Education Coordinator will:
1. Insure the implementation of program goals and objectives.
2. Consult with Program Director regarding program needs and improvements.
3. Orient and onboard new staff, parents, consultants, and volunteers to the education services areas and provide ongoing training and supervision.
4. Provide direct supervision to the Teachers.
5. Assess assigned staff on an ongoing basis and establish and implement individualized professional plans for training and growth.
6. Review records of assigned staff on an ongoing basis.
7. Train, collaborate with and assist in the supervision of volunteers, student teachers and interns.
8. Serve as a liaison between the teaching staff and the Program Director.
9. Serve as a resource for the teaching teams.
10. Ensure child to staff ratios are met in all classrooms at all times.
11. Maintain responsibility for ensuring the safety and wellbeing of all children who are enrolled in the program which includes ensuring that no child is ever left alone with a volunteer, visitor or guest.
12. Take actions to ensure a culture of safety throughout the program with a focus on active supervision and maintaining child to staff ratios at all times.
13. Provide support and assistance for the referral process of children to consultants and specialists.
14. Establish and maintain productive collaborative relationships with outside agencies.
15. Take responsibility for the overall operation of the program in absence of the Program Director, as assigned.
16. Establish productive collaborative relationships with parents/caregivers such that positive communication between home and school is routine. Include parents/caregivers in the educational process and encourage their participation in all program activities.

17. Maintain required records and reports including, but not limited to, observations of teaching staff and children, assessment reports, and staff performance reviews.
18. Analyze data to understand trends in order to respond to emerging issues and develop actionable steps to address needs.
19. Work cooperatively with other staff members in implementation of program plans, activities, policies, procedure, rules/guidelines, and standards of conduct.
20. Implement and monitor policies and procedures that protect the children, families, staff, and maximize the physical, human and financial resources of the program through a process of evaluations that result in the reduction of risk.
21. Comply with federal, state, and local guidelines and with the policies and procedures of Head Start and the Grantee.
22. Attend and participate in staff meetings and staff development activities.
23. Serve as a host for visitors.
24. Participate in professional development activities and keep informed of changes in the field of education.
25. Perform other duties as assigned.

Family Services Coordinator

MINIMUM QUALIFICATIONS:

Family Services Coordinator I
Must have a High School Diploma or equivalence plus two (2) years experience working directly with adult groups and be willing to receive a credential or certification in social work, human services, family services, counseling, or a related field within eighteen months of hire.

Family Services Coordinator II
Associates (AA) Degree in Social, Human, or Family Services or equivalent college credits towards a Bachelor’s Degree in a related human services field and two (2) years experience working with adult groups. The FSC II will demonstrate commitment through participation in ongoing training for the execution of job responsibilities.

Family Services Coordinator III
Bachelor’s Degree in Social, Human, or Family Services and three (3) years of human services experiences. The FSC III will demonstrate commitment through participation in ongoing training for the implementation of job responsibilities.

Family Services Coordinator IV
Master’s Degree in Social, Human, or Family Services field with one (1) year experience in human service preferred. The Family Services Coordinator will participate in annual ongoing training related to the field of work for a minimum of 15 clock hours per year.

GENERAL FUNCTIONS:

Under the general supervision of an FSC Supervisor, the Family Services Coordinator will assure that Performance Standards are carried out for ERSEA, Child Health and Developmental Services, Child Health and Safety, Child Nutrition, Child Mental Health, Family and Community Partnerships, Program Governance, and Disabilities Services.

1. Participates in program planning process
2. Participates in program self assessment process
3. Supports special initiatives implemented by Baltimore City Head Start Program
4. Utilizes the BCHS data management system to enroll, document and track services to families
5. Develops or assists in developing a comprehensive plan for the provision of social services, in compliance with the Head Start Performance Standards and approved by the appropriate policy groups.

SPECIFIC FUNCTIONS:

Health/Nutrition
1. Facilitates the organization of the Health Services Advisory Committee and utilizes the Committee in planning, implementation and evaluation of the health services.
2. Identifies and utilizes state and local resources for health services area.
3. Links the child and family to an ongoing health system.
4. Maintains accurate and updated health records on all enrolled children.
5. Works with staff to integrate health education into the total Head Start Program and assist in providing training to parents, staff and children.
6. Schedules necessary screenings/examinations for children in order to meet time frame as required.
7. Services as a liaison between Head Start and the Health Community.
8. Serves as an advocate for parents regarding health issues.
9. Obtains and assesses nutritional information/needs for each enrolled child.
10. Notifies appropriate staff of identified special diets or eating disorders of children.
11. Monitors child’s weight/height on Growth Charts to determine if follow up services are needed.
12. Organizes training for families on nutrition issues.

ERSEA
1. Establishes effective recruitment initiatives.
2. Recruits children for the Head Start Program.
3. Registers families for program and maintains a waiting list.
4. Assists program staff in the Selection Process and placement of children.
5. Monitors attendance of children in assigned classrooms.
Family and Community Partnerships
1. Develops and implements parent orientation.
2. Orients parents to their roles as parents in the Head Start Program.
3. Work with staff to involve parents in all aspects of Head Start.
4. Makes periodic home visits.
5. Maintains records that document parent involvement/participation in program activities.
6. Assist parents in assessing their needs and developing goals.
7. Develops and documents family partnership agreements for all assigned families
8. Provides assistance to families by identifying resources for achieving family goals and objectives.
9. In conjunction with identified staff, develops and implements program’s transition plan.
10. Assists in the development of community partnerships in the areas of health, mental health, nutrition, disabilities, family preservation, child abuse prevention, education, child care, and any other areas which may provide support and resources to families.

Disability Services
1. Attends staffings, Child Development Team Meetings, and/or IEP Meetings for all assigned children
2. Actively recruits children with special needs for participation in Head Start
3. Actively participates in program referral process
4. Supports parents on assigned case load through the program’s referral process
5. Empowers parents on assigned case load to advocate for their child

Program Governance
1. Establishes, implements, and participates in parent committee meetings
2. Assists in the recruitment of parents and/or community representatives to participate on Head Start Program’s Policy Committee
3. Assists in training Policy Committee members
4. Attends regular Policy Committee meetings to serve as a resource and liaison

TEACHER

MINIMUM QUALIFICATIONS:

Teacher I
Associate degree in child development or early childhood education.

Teacher II
Bachelor’s degree in child development or early childhood education or equivalent coursework in Elementary Education, Social Work, Psychology, or Special Education and must pursue and obtain a CDA within three (3) months of employment.

Teacher III
Master’s degree in child development or early childhood education.

GENERAL FUNCTIONS:
Under the supervishion of the Education Coordinator, is responsible for providing a stimulating environment for the growth, well-being and development of the child.

SPECIFIC FUNCTIONS:
The Classroom Teacher will:
1. Maintain responsibility for ensuring the safety and wellbeing of all children who are enrolled in the classroom which includes ensuring that no child is ever left alone with a volunteer, visitor or guest.
2. Take actions to ensure a culture of safety with a focus on active supervision and maintaining child to staff ratios at all times.
3. Provide ongoing training, supervision and evaluation of Assistant Teachers, volunteers, visitors, students
4. Select materials and equipment and arrange the room to provide an environment conducive to learning and appropriate to the developmental level and learning styles of the children.
5. Provide a safe environment by taking necessary measures to reduce and prevent accidents and /or illness on a daily basis.
6. Provide the group with a positive routine and simple rules that are understood and accepted by children and adults.
7. Provide a variety of appropriate equipment, activities, and opportunities to promote the physical development of the children.
8. Provide activities and experiences which encourage questioning, probing and problem-solving skills appropriate and individualized to the developmental level and learning styles of the children.
9. Help children to acquire and use language as a means of communicating their thoughts, feelings and understanding of others.
10. Provide a variety of experiences and media that stimulates children to explore and express their creative ability.
11. Help children to know, accept and appreciate themselves as individuals.
12. Help each child develop a sense of independence and acquire the ability to express, understand and control feelings.
13. Help the child to learn to get along with others and encourage feeling of mutual respect among children in the group,
14. Establish positive and productive relationships with parents and caregivers and encourage them to participate in all aspects of the program’s services. .
15. Plan regular parent conferences with parents and make home visits.
16. Work cooperatively with other staff members in the implementation of center plans, activities, policies, rules and standards of conduct.
17. Organize and serve as primary resource person for the Class Committee.
18. Be responsible for the initial ongoing observation, assessment and recording of each child's behavior.
19. Develop the written individualized education plans.
20. Develop the written weekly lesson plans.
21. Organize and chair the team planning sessions.
22. Make appropriate referrals based upon assessments and team planning sessions.
23. Be responsible for all necessary record keeping, (e.g. sign in/out sheet, meal count, attendance, documentation of individualizing for each child, etc.).

ASSISTANT TEACHER

MINIMUM QUALIFICATIONS:

Assistant Teacher I ,
Certificate of completion of 90-hour Early Child Development course and a Child Development Associate (CDA) Credential and be willing to enroll in a program that will lead to an associate degree in Early Childhood Education (ECE) or higher degree within two years of the time of hire.

Assistant Teacher II
Associate degree in ECE.

GENERAL FUNCTIONS:

a. Select materials and equipment and arrange the room to provide an environment conducive to learning and appropriate to the developmental level and learning style of the children.

c. Maintain classroom ratio requirements at all times.
d. Provide the group with a positive routine and simple rules that are understood and accepted by children and adults.
e. Provide a variety of appropriate equipment, activities, and opportunities to promote the physical development of the children.
f. Provide activities and experiences which encourage questioning, probing and problem-solving skills appropriate to developmental level and learning styles of the children.
